The minibus driving licence regulations are extremely complex and contain exemptions. The information below is an outline only.
A D1 vehicle is a passenger carrying vehicle with 9 to 16 passenger seats. It includes most minibuses and some other vehicles for example the 10-12 seater Landrover County. The minimum age is 18 years old to take the training course and test.
Drivers who passed the Car driving test before January 1st 1997 mostly have a D1 licence with a " Not for hire or reward" restriction. They can drive minibuses with up to 16 passenger seats normally but need to take a PCV D1 test if carrying " fare paying" passengers. "Fare paying" can be very broadly interpreted.
Drivers who passed the Car driving test after January 1st 1997 do not have a D1 licence but are allowed to drive minibuses on a "social, voluntary and unpaid" basis providing they are over 21 years old and have held a full car licence for 2 years. In all other cases they are required to pass a PCV D1 test to drive these vehicles.
